There are several internet cafes just steps away from the home base in Ayacucho. Internet service is very cheap and I found it to be relatively fast. You should have no trouble taking care of your bill paying from there.
I will be in Ayacucho from May 10-May 23, 2009. Would be interested in hearing from anyone who will be there at the same time.
